Description/Objective: The program is aimed at enabling municipalities to provide at least basic levels of services to low income households. It is also aimed at contributing to other government strategic intervention policy objectives which include, SMME development, utilisation and empowerment of affirmative business enterprises, targeting the most vulnerable communities and sectors of society such as women, youth and the disabled for job creation.
